I am tight on budget, my preference is Android touch phone with wifi, music, and internet option

3k android phones aren't worth it IMO. wait, save money and get Moto E.

or you can check the Firefox Phones for wifi.

I use the BQ37(Jellybin) model for few hours,not bad though. It is the Plus(Kitkat) version of the model.

Get Firefox phone. Decent battery life, 3rd party whatsapp client.

How long the battery lasts? Does it work with whatsapp ? network problem any?

battery: my usage is less, so it can last 2 days or even more.
whatsapp: yes
network problem: none

Lenovo A369i. get it from amazon/snapdeal for 4k. way better hardware for 1k more.

Battery life is not up to the mark as a 1800mah, it looks like 1400mah or something like that. In regular usage it barely last a day. But at that price i think its ok. Beside that screen resolution is good and app performance is decent.
If u can spend 1k more then get the Lenovo A369i as suggested by sam. It is branded and decent spec as well.

Better save money and buy a better mobile. I think You can adjust With a feature phone I believe.
