Since he wont be gaming or tinkering with apps, L520 is the best you can get..
If you were to choose android ,Xperia M or Huawei P1 are two great options

I'd say go with your choice (i.e. Lumia 520) if Dual SIM is not that important.

+1 for 520.
I gifted the same to my dad. More than happy.
Better stay away from Androids if he was coming from a Nokia family. Because Androids from reputed brands under 10k tend to be slow.

I have used Lumia 520, and i can say that its a very good phone with some limitations.

Right now i m using Xolo a500s, except for the keyboard and battery backup its pretty nice. Since it is my first android phone i cant judge against others. But its looking pretty VFM at Rs.6400.

Read somewhere that MS gonna reduce the price of LUMIA phones in India soon..is it credible enough to wait for few more weeks?

520 has hit rock bottom pricing. 920/925 may get proper pricecut to 25k level, but with L520 there is hardly any space for more pricecut.

8K is the threshold for L520.
