Suggest pc configuration for 25k!

Experts,
My friend want to buy a PC under 25K & main aim will be to run Dynaimps,so the hardware quality priority will be as follows:

1) Processor
2) RAM
3) Motherboard.

Also please suggest if this PC LCD monitor can be used as TV used with DTH without TV tuner card.

Processor: Phenom II X4 940 3GHz B.E. @ 9.7k
M/B: Biostar TA785GE 128M @ 4.3k
RAM: 2 x 2 GB Kingstone 800 Mhz DDR2 @ 1x2k=2k
GFX CARD: Sapphire HD4850 1GB GDDR3 @ 7.4k

Need on board graphics only.Also need followings:

LCD Monitor
DVD Writer
Cabinet+PS
Mouse+Keyboard.....

Please suggest that also ......

AMD Athlon II X4 620 @ 5.5k
Biostar TA785GE 128M @ 4.3k
Corsair VX450W @ 4.2k
Samsung 2033SW @ 7k
Altec Lansing BXR1121@ 1.2k
Logitech/Microsoft Keyboard+Mouse @ 0.6k
LG DVD RW @ 1k
Cooler Master Elite 335 @ 2k
500GB WD @ 2.5k
Total = Approx 27k

To suit budget, u may replace processor with AMD Athlon II X2 240 @ 3.4k, but the ATHLON II X4 is really worth it...!!!
