ata budget of 25k to 28k, there is no best config for Intel. Believe be only AMD will be there. There may be configuration from Intel but they are not at all even near to best.

Processor: AMD Athlon II 620 @ 4.4k
Mobo:
Biostar TA785G A3 @ 3.7k
Ram: Kingston 2 GB 1333 MHz DDR3 @ 2.6k
HDD: Seagate 1 TB SATA 32 MB Cache @ 3.9k
Cabinet: Zebronics Bijli @ 1.4k
SMPS:VIP Gold 500W @ 2.2k
Display: AOC 19" 1440X900 @ 5.5k
Optical Drive: LG 22X Sata @ 1.2k
Keyboard&mouse: At your choice @ 0.6k

Total is 25.5k
For graphics card go for Sapphire HD5670 512MB GDDR5 @ 5.1k. So within 31k you will get every thing.

I would honestly suggest an upgrade to a 22-inch monitor. It's just not worth it to buy 19-inch monitors these days... about 3 to 4K more, but a much more respectable resolution.

What say Cilus?

so ,

proccy: Athlon II X4 630: 5k
mobo: Biostar TA785G3 HD @ 4.3k
ram: Transcend 2GB DDR3 1333MHz C9 @ 2.9k

gfx card: Sapphire HD5670 512MB GDDR5 @ 5.3k
psu: Corsair CX400W @ 2.8k

Oh yeah, and don't even think about intel within 25-30k.
With all their core chaos and sky high prices,AMD is the option to go within low to mid budgets.
