Go for Reliance 3G tab, it may cost you an extra 3k, but it's totally worth it.
Beetel has also launched one, if you are on an xtremely tight budget 
are any one of these ungradable to Android 3.x
I don't think so. Also, don't go for beetel magiq, it has a resistive touchscreen.
