I think - " If the setup box is connected to Monitor using HDMI, then directly we can view the TV ?? "

HDMI is the input. Its an internal TV Tuner.

avertv capturehd (h727)
by taking the lead of tv tuner card into a new generation, avermedia unveils the world first pci express tv tuner card with the ability of hybrid tv access and high definition capture functions – avertv capturehd. With the advanced hardware design, the avertv capturehd can support hdmi/hdcp and component input/output display up to 1080i resolution, presenting users the true high definition video quality. Even more, users can connect hd devices such as hd games console, blu-ray dvd player, hd set-up-box, digital camcorder, etc. To record and capture hd image without missing any special moment in time. Furthermore, watching tv and playing hd games at the same time can be therefore easily done in pip mode. Aside from its powerful capture function, avertv capturehd can also support worldwide analog tv, digital tv (up to hdtv mpeg-2/h.264), and fm radio with rds access.
