It was always free, unless your overall income from the game is more than 10 grands/year

I believe there was a monthly $20 subscription that has been removed.

What you are mentioning was for UDK(UE3). This is for Unreal Engine 4.

it's the same download for playing UT and modding UT

Epic has released a sort of steam "clone" which connects to the Unreal marketplace(Steam store) There we have three options for now: Download the engine. Download UT and Sign up for Fortnite alpha

This is great news for those who really want to learn.
