Seagate or WD, two boats in same ocean. Opt for one which gives you more warranty with cheaper rates. And go for 3.0, but you need to have a USB 3.0 port for that.

About price cut, no body can give assurance.

My friend bought a USB 3.0 seagate goflex drive for 5.5k locally from CTC hyderabad. So you should also search through the local market first

Seagate or WD both are fine. But the advantage about Goflex drives is that you get a USB to SATA detachable adapter to which you can plug and 2.5" internal drive easily

You can plug 3.5" internal drives too.
