Try to use different usb ports of your rig.
Install drivers. If everything fails, go to the shop from where you bought it, and tell them your problem. <In case it is faulty>

Just connect it and use. If it came with any cd install the software from that.
You probably donot have any webcam software and hence you think Windows is not detecting it. Download a software called YawCam.
