How about running this command :
Start > Run > Cmd {Press Enter}
On the command prompt type this :
chkdsk F: /f /r {Press Enter}

Windows is checking errors on your hard disk again because the volume is marked as having some errors. Reinstalling Windows will not change the volume (your partition) attributes unless you format the concerned drive.
