I want to know the performance of above mentioned graphic card at high resolutions with medium or high settings. Can it perform well? How much power does it consume during load.

please be a little more specific about the resolution of your display
"high resolution" is vague

The 9600GT is quite old, but still very usable with modern games. For comparative benchmarks at various settings, see here

for 1920x1200 you'll need an HD5770 or GTX460 at the very least
if you want to play games in full detail
else you can go for HD4850 512mb which is available for 6.5k
but 9600gt may be able to let you play games
but at ultra low details and wont let you play some newer games at all
